The house always wins. You decide by how much, and who notices.

You run the floor. Tables, machines, staff, comps and the payout percentage are all dials, and every one of them is visible to somebody. Set the floor before the doors open. Then the night runs and it does not pause. Tourists lose. Grinders grind. Whales swing hard. Counters take you apart if nobody is watching. Security calls come in while you are still reading the last one. Money comes off the floor and then it has to be explained: clean money goes to the bank, the rest goes through the books, the restaurant, or a friend. The gaming commission audits payouts, staff records and cash flow, and the bigger you get the harder they look. Three years, forty to sixty minutes.
